The Republican chairman of the Senate Judiciary Committee says he is delaying another one of President Barack Obama’s nominees to the State Department to protest what he calls the administration’s continued failure to respond to inquiries about the department’s use of private emails and other questions.

Sen. Chuck Grassley of Iowa said Wednesday he is holding up the nomination of Brian J. Egan as legal adviser. Egan is the 22nd Obama nominee delayed by Grassley in a dispute over private emails used by former Secretary of State Hillary Rodham Clinton and other department employees.

Grassley also has questions about State’s use of a special program that allowed Huma Abedin, one of Clinton’s closest aides, to hold two private jobs while she worked for the State Department.
